  Today, considering bureaucracy as a positive phenomenon is unthinkable but 100 years ago it was not like that. Bureaucracy reminds us of rational and effective organizational method; a method substituting power by authoritarian regimes. Bureaucracy introduced logic in government which is similar to production line into factories. But in the late 1980s and early 1990s, some new reforms were common in public sector. Scholars talked of revitalization or re-engineering of the public sector or more specifically reinventing government. However, although this term was new but the majority of concepts and processes were not so and dated back to some older traditions of Public sector reforms: “reinventing is a new act in the former cycle of reforms”. Osborne and Gaebler argued all tools which are employed to improve the performance of the private sector can be used in public sector, too. Although, this approach has been considered by many scholars and statesmen all over the world but it has experienced its own criticism. To this goal, it has been tried to deal with some critics on the reinventing government movement from different writer’s point of view.

  Benefiting from reliable sources, according to the assumptions in the field of three general components leadership and based oninductive content analysis,among 128 extractive teachings, 44 leadership skills teachings were recognized. Using the snowball method in the unknown statistical population of experts, 13 experts were involved in the implementation of the Delphi technique stages. The reliability of questionnaire with Cronbach’s alpha coefficient of 0/961 was confirmed. In the final stage of Delphi, in the area of leadership skills, 11 variable were detected “important” which using TOPSIS technique, the skills of “strategic thinking”, “lack of contempt of race, gender, ethnic and linguistic minorities and social rights”, “clarity and clearness of message, ‘=attention to human resource management”, “commitment to participate” “to learn from the folly of other”, “self-management and anger control”, “false acceptance”, “refraining from creating anxiety among the people”, “spreading thinking opportunity and ability to think independently among the people” and “partnership benefits”, respectively are the highest and lowest rank among the selected skills of the leadership.

  In order to provide leadership model based on the teachings of Cyrus the great, mixed research method is used. To do this, first of all among relevant concepts128 teachings obtained by using inductive content analysis and the available assumptions in the three general components of leadership. In the population of Experts the snowball technique was used to access the authorized number of samples and also 13 people worked on the implementation of the Delphi technique. Verification and arrangement of the extracted variables in the form of three components in Delphi questionnaire were done by using experts’ opinion and its validity were approved by professors and experts of management, culture and history. Its reliability was also confirmed by Cronbach’s alpha coefficient 0/961. For consensus in experts’ opinion, the three-stage Delphi technique was used and in the final phase approved factors were identified by 75% of the experts that in the field of leadership traits 8 variables were referred to as “important”. To determine the degree of the importance of elected leadership traits, the similarity index was calculated. The results show that the attributes of “integrity of the leader” and “self-restraint and patience”, have the highest and lowest ranking among eight favorite leadership traits and some suggestions were made in line with the results. The result show that what now known as the leadership traits by the scientists, Cyrus the great had them altogether and this is a source of pride. We hope that this learnings were used not to blame the past but as a reminder to take the responsibility of our future.
