The study gives the definition of the innovation process. It also analyzes the dynamics of the level of innovation-active enterprises in the Belgorod region which is characterized as an abrupt. The study also determines the causes of fluctuations in these dynamics. It researches the structure of sources of financing of scientific activity in the region and defines that even in the absence of significant cost of some level of innovativeness of enterprises in the region is maintained.   On the basis of open access sources, the methodology of comparative analysis of the national scientific and educational systems was elaborated. It has been verified for example on the countries of Sub-Saharan Africa. Based on open access data matrix (Nij) with a dimension (m×n) is constructed. In which Nij represents the number of objects (Universities, Research Centers, OA repositories, OA journals, Scopus journals) of ith country, belonging ith objects type, m is the number of countries, n is the number of objects type. With the aim of clustering Sub-Saharan African countriesin terms of the degree of the development of their scientific and educational potential based on the matrix (Nij), we introduced an integral indicator in form of a vector =(Ni, ni) where Ni = is the number of non-zero elements in the ith line of matrix (Nij). Coordinate Ni shows the aggregated potential of scientific and educational system in selected set of indicators and ni is the degree of diversification of the system. Based on the calculation of the vector , we identified 7 clusters of Sub-Saharan African countries. The first two leading clusters were South Africa, Nigeria, Kenya, Tanzania, Ghana, Sudan, Ethiopia and Uganda.

Rapidly changing social and economic conditions of the modern world tend to new objectives in higher education. They are not comparable on a scale and complexity to the tasks that face the University of the 20th century. The present situation leads to a need to revise not only the traditional management methods in the system of higher education but also to the continuous improvement of the activity efficiency. The used methods of investigation (analytic-synthetic, analog, inductive-deductive) allowed the authors of the given paper to assert the relevance of the Strategy to ensure the guarantee of the quality of training of graduates, provide such priority fields of its realization as ensuring the quality of training graduates through employers and ensure the competence of the teaching staff. The grounds for the development of the Strategy are the increasing demands on the state, society, family and individual to the quality of education, their discontent with the time and adequacy of the changes. In practical implementation the identified priority fields were included in the strategy to ensure the guarantee of the quality of training of graduates NRU "BSU" in 2013-2017.
