  On the basis of a scoring rule approach, a citation metrics has been developed in this study which takes into account not only the number of articles published by an author and their citations but also the impact factors of journals in which the articles were published and impact factors of journals with articles citing the researcher in question. We have developed a special algorithm and a program on the basis of the Python language to identify the titles of Scopus-journals (so that they could be searched for with the help of Google Scholar) in which an author's articles are published and to determine their IF using SCIMAGO platform. The algorithm and program has been tested on two Google Scholar profiles of the most cited scientists (physicists) of Belgorod State University (Russia) Ruslan Kaibyshev and Andrey Belyakov.

  The current study presents a problem of cooperation of educational establishments with the exchange of competences for a social partnership framework. It considers the functions of the educational outsourcing as an innovative technology being optimized for the high school graduates in managing the process of self-determination in the sphere of trade qualifications. Having estimated a method for the effectiveness of outsourcing and having included the evaluation of the efficiency increase of the output (i.e., self-determination in trade qualifications) as a consequence of the implementation of outsourcing, it presents the own organizational model. Therefore, the adequate organizations prove the effectiveness of educational technology, having the opportunity to use the experience of the best service providers to optimize the institution per se and its subdivisions.

  The aim of the study is to reveal the social and educational background and the conditions for the formation and development of professional pedagogical culture of a teacher at a high school during the period of 1755-1917; the justification of main development periods classification concerning the studied phenomenon; the study of prominent scientists, educators role in the formation of professional and pedagogical culture of a teacher in the development of a higher education pedagogy. The study used such methods of historical and educational research as the study of archival materials, the regulatory and legal documents, the activities of university teachers during the reviewed period, the comparative pedagogical analysis, the study of pedagogical heritage of famous scientists and educators. The result of this study is the conclusion on the unevenness and contradictory nature of professional pedagogical culture development which is the consequence of the reforms and counter-reforms of higher education. In the process of the social and pedagogical conflicts solution, the professional-pedagogical culture of a teacher was developed. An increased reaction in respect of professors and teachers, the organization of pedagogical process contributed most actively to the mastering and implementation of professional and pedagogical culture, the creativity and initiative of teachers and students. The development of professional-pedagogical culture among the teachers of higher education ultimately leads to the fact that within the formal higher education system the system of vocational training, focused on the development of a future expert creative person, the self-realization of the individual capacities of teachers was developed.

  Quickly changing social and economic conditions of the modern world set the new purposes and tasks for the higher school. They are incomparable on the scales and complexity with the tasks higher education institutions faced in the 20th century. Current situation results in need for the higher education system revision not only concerning traditional management methods but also the continuous activity efficiency increase. Use of research methods (analytic and synthetic, modeling, studying of psychology and pedagogical literature and products of activity) allowed researchers of the study to prove relevance of a problem of providing quality assurance of teaching in higher education institution on the basis of competence-based approach to be defined in concept of teaching quality assurance system to develop mechanisms, means, conditions, model of system realization. As the bases for development of teaching quality assurance system realization model the grounds of competence-based approach, the increasing requirements of the state, society, family and personality to education quality, their dissatisfaction with speed and adequacy of the happening changes act.

  The purpose of study is justification of importance and need of education through a prism of philosophical and pedagogical heritage of the Russian thinkers of the end of 19th the beginnings of 20th century, the education which became the forerunner of humanistic paradigm at the present stage of its development. Also in study the attention is focused on a problem of spirituality of the personality moral education, methodological value of the dialectic unity principle of pedagogics and philosophy comes to light. In study the following methods are used: studying of archival materials; analysis of philosophical and pedagogical works of the specified period thinkers; comparative analysis; systematization and valuable classification of the personality pre-potent qualities formed in the course of training and education, inductive and deductive method.

  The study reveals the problem of morality destruction in modern Russian society. It substantiates the importance of moral education in schools and the need to improve the training of future teachers to moral education of Russian students. The studyshows the analysis of detection of important moral values for future teachers as one of the main criteria for the effectiveness of student’s moral education.
