  The MEMDUR system was designed as an advanced management system that has to ensure a clear evaluation of the environmental risk being able to administrate the crises, having in view the actual requirements claimed by the sustainable development at local, regional and national level. The paper emphasizes on the stage of development of the most important system components: the traditional relational database (on the one hand) and spatial database (on the other hand). The traditional relational database has the management role of the recorded data collected from the measuring workstations. The spatial database (defined as a GIS one) combines the spatial entities (as they are met in nature) with the textual data. Complete data allow the designing of complex reports, making thematic maps, spatial correlations etc.

  The MEMDUR system has been created and developed with the aim to offer an image of the air pollution in the area of Targoviste city. A spatial database and a mathematical model represent the core structure of the system. The spatial database was designed in SQL Server. Using GeoMedia, the spatial entities were defined taking into account the global coordinate system. The data, collected from different sources, are imported into the GeoMedia workspace and then exported to SQL Server database, generating a geometric entity, automatically. The mathematical model provides an analyze of the pollution status for CO, NO, NO2, SO2 and PM10 dusts, comparing their values with the hourly maximum admitted concentrations. For establishing the areas were the level of pollution generated by the stationary pollution sources is at maximum level, the model incorporates source-related and meteorological factors. Once the pollutant concentration in the DTM points was determined, it is possible to show different forms of concentration distribution on the areas of interest. Spatial queries can be made between the areas with concentrations in a given interval and in the entities of interest. There is presented a simulation of a hypothetical situation of a pollution accident to demonstrate the model efficiency, the visual representation of the pollutant concentration and the used symbols, which show the movement gradient of the pollutant. The on-line web publishing system was performed using GeoMedia WebMap application. The system interface offers the possibility to open and consult the designed database and visualize a graphical representation of the area of interest and the technical attributes of the objects or events registered in the critical points.

  A series of local and regional scale dispersion models that are used in the frame of the Air Pollution Forecast System are developed in Romania with the view to forecast the air pollution. Near the predictions, the models must perform retrospective analysis, public information and alerting (especially when the pollution degree exceeds the maximum allowed concentrations). The system is operational for any urban or rural area where an inventory of the emissions is realized. In those cases, the mathematical modeling considers into calculus the pollutants dispersion and estimates the pollutant concentrations at ground and distant levels in a strong relation to the sources characteristics, atmospheric conditions, physico-chemical transformations suffered by the pollutants in atmosphere and interaction with the land surface. An analysis of the pollution status is performed in Dambovita County for the most important pollutants with a major influence on population health (CO, NO, NO2, SO2 and PM10 dusts). The analysis is made by the MEMDUR management system, designed in the frame of the National Research project: “Sustainable Management System of Resources Used for Monitoring and Evaluating the Environmental Risks in Order to Prevent the Negative Effects and to Manage Crises Situations”. In this case, for determining the zones were the pollution level generated by the stationary pollution sources reaches the maximum values, a Gaussian mathematical model is used (Nicolescu et al., 2008). The model takes into account the source-related factors and the meteorological ones for estimating the pollutant concentration from the stationary sources, using an exponential equation (Abdel-Rahman, 2008). The wind speed represents the core parameter of the model due to its influence on the dispersion (Straja, 1994). But this model makes possible also to determine the ground level concentrations at any receptor point in the analyzed region. The distribution of the concentration becomes available by computing the corresponding values registered at various receptors and summarizing the recorded values.

  The EDUTIC Project - proposed under the sectoral operational programme POS-DRU - aims to create a Romanian regional education network between pre-university and university institutions, composed by a University (Valahia University Targoviste) and 9 educational County Inspectorates (Arges, Buzau, Calarasi, Dambovita, Giurgiu, Ialomita, Olt, Prahova, Teleorman), with future possibilities of extension. Basically, the project proposed a training programme dedicated to primary and secondary school teachers, structured in three accredited modules, having the following structure (Brezeanu et al., 2010): (a) Module 1: Fundamentals on pedagogical use of ICT in education, e-learning technologies and learning platforms. ICT tools for drawing teaching materials; (b) Module 2: Visual communication and multimedia technology in education. Procedures for integrating multimedia applications in education; (c) Module 3: Teaching methodologies and pedagogical strategies based on the use of virtual instrumentation. Designing learning activities which include the use of virtual experiments in education - Module 3. The training sessions were held using blended learning methods. There were provided face-to-face courses (around 20% of allocated training time), but also distant activities having as support the EDUTIC platform ( that was installed, configured and used together with the related resource like: forums, wikis, blogs and assessment features. More than 500 teachers were enrolled in the training process which started in November 2010 and ended in July 2011 with the final evaluation. Their feedback was a positive one, most of them emphasizing on the clear advantages of using the study-time according to their own agenda, learning and solving the proposed tasks in their own rhythm, communicating with colleagues using the platform instruments, receiving the evaluation grades and comments through platform capabilities. But the main gain is represented by the acquired knowledge strongly related to the integration of ICT in the teaching / learning process. Like an important achievement, the teachers - who have just graduated - become able to use and integrate ICT in their classroom, being familiarized with the new educational opportunities offered by the actual Information Society.
