  The study presented the components of scientific and methodical readiness among teachers to support the creative self-development of pupils. A number of problems is highlighted during the assessment of its condition associated with the use of information and communication technologies by teachers at the stages of a student creative self-development. The authors presented the pedagogical conditions and scientific and methodical readiness of teachers development technology to support the creative self-development of students in cognitive activity. These conditions and technology were developed in the context of ongoing processes of education modernization in Russia. The development of pedagogical conditions and the development technologies of a teacher scientific and methodical readiness for the pedagogical support of creative self-development of pupils contributes to the transition of Russian schools to a new didactic model, according to which education contributes to an individual trajectory creation of new knowledge active study, the acquiring of cultural creativity and subject-subject interaction experience.

  The current study presents a problem of cooperation of educational establishments with the exchange of competences for a social partnership framework. It considers the functions of the educational outsourcing as an innovative technology being optimized for the high school graduates in managing the process of self-determination in the sphere of trade qualifications. Having estimated a method for the effectiveness of outsourcing and having included the evaluation of the efficiency increase of the output (i.e., self-determination in trade qualifications) as a consequence of the implementation of outsourcing, it presents the own organizational model. Therefore, the adequate organizations prove the effectiveness of educational technology, having the opportunity to use the experience of the best service providers to optimize the institution per se and its subdivisions.

  Rapidly changing social and economic conditions of the modern world tend to new objectives in higher education. They are not comparable on a scale and complexity to the tasks that face the University of the 20th century. The present situation leads to a need to revise not only the traditional management methods in the system of higher education but also to the continuous improvement of the activity efficiency. The used methods of investigation (analytic-synthetic, analog, inductive-deductive) allowed the authors of the given paper to assert the relevance of the Strategy to ensure the guarantee of the quality of training of graduates, provide such priority fields of its realization as ensuring the quality of training graduates through employers and ensure the competence of the teaching staff. The grounds for the development of the Strategy are the increasing demands on the state, society, family and individual to the quality of education, their discontent with the time and adequacy of the changes. In practical implementation the identified priority fields were included in the strategy to ensure the guarantee of the quality of training of graduates NRU "BSU" in 2013-2017.
