  All living creatures need air to survive. The number of pollution complaints received by the Department of Environment (DOE) has been rising steadily and has far exceeded other complaints; a few air pollutants can injure health, harm the environment and cause property damage. Due to shortage of manpower it is very difficult to verify that the developer actually complied with the approved Environmental Impact Assessment (EIA) guidelines. In (EIA) reports, the study to identify, predict and evaluate the impacts on the environment of any proposed project and to detail out the mitigating measures must be corrected out prior to the project approval and implementation. This study utilizes the application of a computer technology in the form of an expert system for the selection of industries in accordance to the air pollution index control. Some appropriate rules for structuring and implementing optimal air quality standards using CLIPS helps in the analysis and management of EIA information would also be examined.

  A batch process for the ransesterification of Palm Oil Methyl Ester (POME) with trimethylolpropane (TMP) to TMP ester was investigated in a mini pilot reactor. The process was equipped with a high vacuum pump. The experimental studies explored effects of vacuum pressure, temperature, molar ratio, catalyst amount and agitator speed on the overall conversion. Five liters of TMP esters containing 83 to 87 w/w % triesterss (TE) were successfully synthesized after 2 h of reaction time Application of vacuum pump enhanced conversion of TE (w/w %) for the process. High catalyst amount resulted in higher conversion of TE (w/w %) but increased in solid content of the product. This has reduced the product yield due to inefficient separation by gravity settling.

  Some concerns have been raised regarding the oxidative stability of vegetable oil-base fluids. Thus, wide ranges of palm-based trimethylolpropane esters, which contain different percentages of partial esters, were synthesized. The palm-based TMP were esterified from Palm Oil Methyl Esters (POME) with trimethylolpropane [2-ethyl-2-(hydroxymethyl)-1,3-propanediol;TMP] and sodium methoxide (CH3ONa) as catalyst. Quantification of methyl esters, mono, di- and tri-TMP esters were performed using a gas chromatography (GC), with a high temperature capillary column (SGE HT5), operated at a temperature gradient of 6°C min-1 starting from 80 to 340°C. The influence of operating variables (temperature, pressure, molar ratio of palm methyl esters to TMP and catalyst amount) on diesters formation was studied and analyzed. Palm oil TMP ester containing 10-30% partial esters (monoesters and diesters) was successfully synthesized.
