Abstract: Telecommunication centre is an avenue by which shared access to information and communication technology facilities are provided to some members of disadvantage communities. Recent studies have shown that this initiative is rapidly spreading around the developing countries. The telecentre initiatives no doubt offer a cost effective means of bridging the problems of access to computer and internet.
