Complex Adaptive System on Water Resources Allocation System

Abstract:
Allocation of water resources is the core of modern water management. This paper analyzed the basic theory of allocation of water resources, methods and applications from the view of the complexity and adaptability, presented the basic theory of water resources adaptive allocation which is water resources as a Complex Adaptive System composed of many independent agents. Research is mainly focused on the behavior and characteristics of each agent and thus proposed water resources allocation framework, modeling processes and simulation method. Then this model is applied to the allocation of water resources in Ningxia to verify the effectiveness of the theoretical framework.
